The City bills property owners bi-monthly for a flat rate sewer fee. The sewer fee
is mandatory and is assessed to all residences and businesses connected to City sewer
and/or located in Priority Area One.
Effective July 1, 2005, the sewer fee is $50.00 bi-monthly. The amount of the fee is
set by City Council. It is not based on water usage/consumption.
Effective July 1, 2007In addition to the flat rate fee, businesses are assessed a consumption fee
calculated at $1.75 per 100 cubic feet of water used.
According to City Ordinances, the charges shall be billed to the property owner of
record on the last day of the bi-monthly assessment. The property owner of record is
determined by the recorded deed information in York County.
Sewer fees, like real estate taxes, are assessed to the property and should be
prorated at closing for any property transfers. Unpaid sewer fees remain with the property
and will be billed to the new property owner.
As a courtesy to owners, utility bills for residential property only can be
sent to a renter if the property owner completes an Authorization Form and returns the
form to the City Finance Department.
Utility charges are applied on the first day of the bi-monthly assessment and
payment is due in the Treasurer's Office by the due date stated on the bill. The first
days of the bi-monthly assessment are January 1, March 1, May 1, July 1, September 1, and
November 1. Utility bills are mailed out during the first week of the bi-monthly
assessment.
Accounts with unpaid balances after the bill due date are charged a $5.00 penalty
fee. Interest is assessed on the unpaid sewer balance at a rate of 1% per month.
